MINUTES OF QUARTERLY GENERAL MEETING – JUNE 6, 2012

AGENDA ITEM:
1. Welcome
Speaker - Mark Nelson
Mark welcomed all of the CBPOA to the meeting. As well, he provided a brief overview of Roberts Rules to ensure this meeting and all future meetings be executed in a respectful and productive manner.
2. Community Meeting Update
Speaker – Erik Seiz
Erik gave a short update on the Community Meetings that have taken place. This was the third meeting of the group which is a variety of community people all with a vested interest in the happenings at Crescent Beach. One noted point made by Erik, was that the RCMP was working alongside BNSF Rail in keeping the train tracks and surrounding areas clear and safe. In one single weekend this year, 100 tickets were issued to violators in the above noted areas.
3. March Minutes

4. Disaster Preparedness Committee
Speaker – Jim Mason
Jim informed and updated the group on the First Aid Courses which will be run in the fall. These are Level 1 – Worksafe Courses with a 3 year certification. They will be offered to CBPOA members at a very competitive cost of $65 for an 8 hour course. This initiative is to better prepare the community of Crescent Beach in the case of an emergency. Hand outs will be circulated door to door in the next couple of months with all of the necessary information and registration will begin at this time. The set dates for these 8 hour First Aid sessions will be:

September 22, 2012
October 6, 2012
October 13, 2012
Registration will end on September 10, 2012 at 4 pm.
5. General Crescent Beach Update
Speaker – Malcolm Stewart
a) Whistle Cessation – A safety review has been completed for McBride Avenue and Crescent Road crossings. The draft report produced by the consultant has been reviewed, with City comments provided to the consultant. Once the report is finalized, the City will forward the report to Transport Canada and BCSF for review.
b) Traffic Calming – the city is proceeding with the construction of 4 speed humps on Bayview St. This expected to take place later this summer and is included in this year’s construction package and will go to tender in the next several weeks.
c) Emergency Access Update - The City will update the CBPOA at the September quarterly meeting.
6. Meeting with Councillor Rasode
Speaker – Mark Nelson
Mark Nelson, Erik Seiz and Karen MacPherson met with Councillor Rasode on the following items:
a) Drainage
b) Pump house Construction – to go ahead
c) Rail Issues
d) Blackie Spit Paving – will be postponed
e) Groins that need to be replaced
7. Dog walking by-law
Speaker – Mark Nelson
This motion presented at the April CBPOA Meeting has been withdrawn. Leanne Mason shared with the group the reason for her withdrawing of the motion.
8. Sustainability Committee
Speaker – Miki Rogers
Miki shared with the group an update of their progress. Items mentioned are as follows:
a) More recycling bins are coming
b) no-idling signs that have been erected
c) discussed the “Party for the Planet” celebration - September 2, 2012 – 2-4pm. A time for the community to come together and make a pledge to the planet – what can we all do to help.
9. New Business
a) BEACH HOUSE THEATRE - August 15 – 19, 2012 – 7:30 pm
Speaker – Fran McEvoy and Candice Radcliff
Fran and Candice spoke of how the concept of Beach House Theatre came together. They also expressed their appreciation for the support they have received from the community as well as the private sponsors. They are still looking for volunteers to help with the event as well as financial donations to help with the costs.
Tickets will go on sale at the end of June at a cost of $25 each plus tax and service charge. More information is provided on the website.
b) CRESCENT BEACH INVITATIONAL – September 1, 2012 – 10 am – 4 pm
Speaker – Pam Mahone
The 2nd annual event will take place on the above noted date.
c) MISCELLANOUS
Members of the CBPOA commented/inquired about the following issues.
Dust control and blackberry bushes on the Crescent Beach Path, increased
traffic congestion
