Meeting Minutes
Directors present: Jim, Henri, Bob, Bruce, Liz.
Held via Zoom with approximately 35 members present.
1. Call to order at 7:30 PM.
2. Presentation by City of Surrey
Engineer Tindi Sekhon on Phase III of the Crescent Beach Utility Improvement
Project.
a. Background
i. The City of Surrey is continuing its
work on stormwater management in accordance with Surrey’s Coastal Flood
Adaptation Strategy.
ii.
This work is part of a
comprehensive, multi-phased stormwater management and implementation strategy
for the Crescent Beach community. It is also part of the first phase of
implementation of Surrey’s Coastal Flood Adaptation
Strategy (CFAS). CFAS guides the city’s work in ensuring the
community is resilient, safe, healthy and prepared for coastal flooding and sea
level rise.
iii. Phases I and II (Gilley, Gardiner,
Agar, Gordon, sections of McBride & O’Hara) have been completed.
iv. Much had been learned during previous
phases. For example, the lowest tides
during the daytime occur during the summer months, making them the best months
for sub-surface work. High tides raise the water table making work difficult
and increasing the time needed to complete the work. Also, the timeline of the project is driven
by any items of archeological significance found during construction.
b. Work Completed So Far
i. In preparation for Phase III, crews
have surveyed impacted streets, used ground penetrating radar to assess
sub-surface conditions, carried out geotechnical investigations and an
Archaeological Impact Assessment of the project area.
c. Construction Expected during June and
July
i. Work will primarily take place on
Sullivan, with additional work to tie drainage into the Dunsmuir Channel.
ii.
Work
may take place on some portions of McBride, O’Hara, and Alexandra as time
permits.
iii. Work will be carried out by a
contractor, will only take place on weekdays, and the contractor will provide traffic
flaggers to direct traffic through the construction project.
iv. Construction will involve opening a
portion of the street, laying drainage pipe, replacing some sanitary and water
mains, and backfilling each day.
v.
The
center of Sullivan will be raised approximately 1 foot allowing drainage to the
sides. O’Hara will drain to one side
only.
vi. Rolled concrete or asphalt will
finish the edges and the boulevard will be restored to either gravel or grass. Every effort will be made to return roadside
properties to their previous conditions.
vii.
Sullivan
will be in service each evening.
d. Preparation for Future Work
i. Design work will start in 2021 for
all the remaining streets in Crescent Beach.
e. Comments from CBPOA Members
i. Residents of streets under
construction should know that there may be days they are not able to park in
their driveways or on their street.
ii.
Members
suggest we may need more traffic management than what the contractor will
supply to the project, as vehicles will use side streets to by-pass the
construction zone.
iii. Tindi will get back to the CBPOA with
contact information regarding speed humps, access to the bus stop on
Sullivan St near Beecher St, and flashing lights at the crosswalk on Beecher St
at Crescent Rd.

residents a postcard with links to the project.
3. Adoption of March 2021 Draft Minutes
(as circulated) with changes. Moved by Liz B, seconded by Margie S, carried.

5. Directors Reports
a. Treasurer- Jim Carter reported approximately
$60,000 in the bank.
b. Membership – Henri Wendel reported that the new
membership campaign should be ramping up around the middle of June, with door
to door canvassing to begin in July. Some members are requesting a digital method
of payment, ie automatic withdrawal from the bank or an etransfer. This matter needs investigation.
6. Correspondence and Updates
a. Update on the installation of two
AEDs: The CBPOA is
funding the installation of two defibrillators in the beach area, the machines
are ready to install, Jim is in discussion with the City regarding installation
details, suggested locations are the Blackie Spit/Pier area, and at Sullivan Point,
near the Lifeguard Tower.
b. The Church Property on Beecher
has been purchased as of April 2, fundraising continues.
c. Summary of correspondence with Metro
Vancouver regarding the archeological work on Crescent Road at the Marina
turnoff: Michael Eyre’s correspondence is attached, with appropriate links.
d. Communication with the RCMP regarding police presence in the
beach area: Director Bob Dhaliwal contacted the RCMP; Police presence in the
Crescent Beach area is dependent on calls coming from the residents. The more calls, the more presence. Calls are logged and data collected. More calls from residents will increase the
police presence.
e. Fires on the beach: Propane fires are allowed; wood
fires are not. Please phone the fire
department if you see wood fires on the beach.
f. Late night gatherings on Bayview and McBride: Again, please phone the non-emergency RCMP phone
number if you are concerned.
g. Crosswalks at footpath intersections: a request from a member to discuss
installing crosswalks in lanes where footpaths intersect with lanes resulted in
a fruitful discussion, and the input was that crosswalks would give a false
sense of safety to pedestrians and likely be ignored by some drivers. However,
residents should be cautious stepping into a street or lane from any footpath
as they will not be seen by drivers before they emerge from the path. Topic to
be referred to the Transportation and Traffic Calming Working Group.
h. Increased density of people in the
dog park and on the beach path: A letter was received from a member who would like the Membership
to have a discussion and an updated vote on their recommendations to the City
of Surrey on allowing dogs on-leash during off-hours from May 15 to September
15. This matter has been reviewed by the Directors who would welcome your
comments (respond via return mail to crescentbeach.bc@gmail.com).
i. Paid parking and resident parking
stickers: A letter
was received from a member who would like the CBPOA to address the increase in
traffic within the beach area by re-opening a discussion about paid parking
within the beach area and the implementation of Residents-only parking permits.
This topic was brought forward to the City of Surrey in 2020 and their response
was shared with the membership at the time.
The topic was referred to the Transportation and Traffic Calming Working
Group.
j. Improved pedestrian safety at the crosswalk and transit stop on
Sullivan at Beecher: This topic were brought forward to Tindi Sekhon during his
question and answer period (see above) as was the idea of flashing lights at
the crosswalk. Tindi will supply us with
contact numbers.
7. Working Group Reports
a. Blackie Spit Working Group: Ron Sorensen updated the meeting on
the beachfront path extension, future paddleboard operations, gate locking of
the Blackie Spit parking lot, and the new gate at the pier. Please see the
attached report.
b. Transportation and Traffic Calming
Working Group: A
call was put forth for interested members who could work on this committee.
Four members have let their names stand and will get to work on these important
issues.
