MINUTES OF QUARTERLY GENERAL MEETING – WEDNESDAY MARCH 7, 2012

AGENDA ITEM:
1. UPDATE ON COMMUNITY MEETING
Speaker: Mark Nelson
Mark Nelson provided the CBPOA with an update on the Community Meeting that was held with various City of Surrey staff, including city, bylaws and parks,; as well as other community representatives of Crescent Beach. The meeting focused on issues and initiatives pertaining to Crescent Beach. The group will reconvene on March 15, 2012 to continue the discussion.
2. RCMP INITIATIVES FOR SPRING/SUMMER 2012
Speakers: Constable Leia Paddon and Special Constable Susan Cale – RCMP
Both Susan Cale and Leia Paddon spoke to the members of the crime and initiatives planned for the spring and summer of 2012 - their goal is prevention. Following is a summary of their presentation.
Susan Cale provided the CBPOA with what is planned for the summer of 2012 with regards to patrol etc. by the RCMP. She also mentioned that the number 1 crime being committed in Crescent Beach is car break-ins. She reminded the group that the primary reason thieves break into cars is there are visible items. She reminded all to keep cars clean and empty.
Leia Paddon spoke and provided the group with the initiatives planned for 2012. They include the following:
- PATROL WALKS – 106 shifts of 2 members starting mid- March 2012
- The HIGH RAIL PROGRAM will be started where the CN Police and RCMP team up to patrol the rail line
- HIGH SCHOOL PROGRAM – they will be in the schools talking and providing brochures to the students on what is allowed and not allowed with regards to beach activity, parties, fires, train tracks etc. The will be informed of the consequences if the laws are broken.
- SPEEDING – there will be a crack down on speeding of cars entering and within Crescent Beach. A recent audit of 600 cars entering Crescent Beach found that of those speeding, 50% were Crescent Beach Residents.
- ROAD BLOCKS – starting soon.
- THEFT FROM AUTO PREVENTION – A program aimed at education the public on preventing their cars from being vandalized
3. CBYC (Crescent Beach Yacht Club)
Speaker: Ray Tyler – Executive Member of the CBYC and CBPOA Member
Ray spoke to the members about the CBYC.
- it is a non-profit, local organization
- consists of 80 members
- hosts numerous community events
- has a restaurant that is open weekends, in season, for members
Ray would like to get the CBPO and community more involved and aware of the yacht club. Their executive will be meeting in the near future to discuss some initiatives to drive in more members. In the mean time, he encouraged the members to visit the website at CBYC.com.
4. CAMP ALEXANDRA
Speaker: Penny Bradley Director of Camp Alexandra
Penny provided the members with an overview of CAMP ALEXANDRA’s background, community programs etc. She encourages the members to think of utilizing the venue for community events and more. She also reminded the group that CAMP “A” DAY will be held on Saturday May 26, 2012.

6. TREASURES REPORT

7. SUSTAINABILITY COMMITTEE REPORT
Speakers: Leanne Mason, Mickey Rogers and Wendy Wolfe
The group presented their goals for 2012 to the members. They include initiatives in the following areas.
- Garbage and Recycling
- Community Education – the 3 R’s – Reduce, Re-use, Recycle
- Air quality – i.e. – no idling etc.
8. DISASTER PREPAREDNESS COMMITTEE UPDATE
Speaker: Jim Mason
Jim Mason is from the First Aid Committee, a sub-group of the Disaster Preparedness Committee. He emphasized the importance of being prepared in the event of an emergency. In light of this, there will be a FIRST AID TRAINING AND CERTIFICATION offered to the residents of Crescent Beach Community on Saturday June 2, 2012. Their will be information to follow from the Committee for interested residents.
9. NEW CBPOA AND DISASTER PREPAREDNESS COMITEE LOGOMark provided the members with the new logo to represent the above committees. The logo was developed by Henri Wendel – member of the DPC.
10. UPDATES:
- Whistle Cessation – their will be a review and draft which will completed by the end of March. There will be a follow-up with the CBPOA Directors.
- Traffic Calming – this will be going ahead on Bayview. This is planned for late 2012/early 2012.
- Emergency Access – update on the progress
11. PROPOSAL FOR DOG WALKING
SPEAKER: Leanne Mason
Leanne presented to the group a proposal for dog walking in the spring and summer months at Crescent Beach. The motion is as follows:
“Dog walking at Crescent Beach be amended to state walking leashed dogs is permitted between the hours of 6 am – 9 am from May 15 – September 15. All other restrictions apply”.
Motion: Leanne Mason; Seconded – Cathy Stewart
UPDATE: Motion withdrawn by Leanne Mason. No further discussion/action will be pursued regarding this motion
12. MEMBERSHIP ELECTIONS
The positions of President, Vice-President and Membership are up for election. If you are interested, please let one of the CBPOA Directors know. Elections will take place at the June 2012 Membership Meeting.
