1. Traffic Calming -Tim and Phillip
Powerpoint presentation – Jaimie Bowen will deal with future non-traffic-calming traffic issues
30 Km/h speed limit. Limitations of speed bumps outlined. See powerpoint.
85% of traffic travelled 35 – 40km/h, or less speed, in June (unmarked car, radar gun). Sullivan and Beecher are considered “collector roads”. Four way stops help.
There is potential for traffic calming in a couple of locations. Would be seeking broad consensus in order to proceed. Repaving Bayview next year or sooner – 4 bumps planned. Locations visually available on powerpoint slide.
BNSF raised issue with City of Surrey of informal parking on Bayview. Implications are yet to be determined.
“Sinusoidal curve” and “speed tables” are suggested – rolling motion; less damage potential for vehicles. Two Humps on McBride; Speed Tables also on McBride. Full consultation process would include letters to all impacted residences. 50+ % responses, with 60% in support would be required. Consultation this fall, with possible implementation Fall 2013/Spring 2014. Traffic calming measures likely to act as reminder to drivers; unlikely to significantly reduce speeds. May result in “fatigue” – don’t want to loose support of drivers keeping to 30 Km. May have some impact on bus use – Coast Mountain is OK with bumps.
Question: Dunsmuir and Gilley take some cars at high speed; concern about diversion of traffic if bumps used on McBride.
Question: Impact in Coquitlam – had to remove. Costly. Impact on skateboarders. Answer: Street is not a playground.
Question: Playground might need slower traffic. Speed limits may be reviewed in future.
Comment: Busses tolerate bumps quite well.
Question: Fire truck impact? Answer: Fire department must approve proposal.

2. Pumphouse and Foreshore Erosion – Carrie and Tindi
Plans to raise Gilley – may connect regarding future speed bumps
Demonstration: map of proposed replacement of groins Rplace timber groins with green PVC (plastic) 35 – 60 meters long product Feb 2014 x 11 weeks during day and low tides. Access for supplies will occur through Beecher Street. Machinery and staff will assist public around the site. Footpath will remain open. Wood would have had to be obtained from US. Will review needs on “Part B”. Maps left for viewing
Comments: need extended groin repair, all areas between the point and the pier; not included in this stretch. “Part B” Most critical from perspective of attendees. Rock upgrades needed. Operations could do this. Signage of notification will occur in January.

3. Camp Alexandra – Penny Bradley – see Handout
Three board members also in attendance. Inviting visitors. The goal of the Longhouse (built 1979) project is to renovate and create a welcoming environment. Child care, expanded programs, and community engagement are key for Camp A. Local businesses will be assisting with fund-raising. Requesting help: volunteering, food prep for 18-19-20, building/renovation skills. Cabins are heated but not insulated, with no built in toilets.
Need someone who knows how to do tiling; funds donated. Will have a revitalized space on McBride. Any concerns?

Some funding comes from Beecher Place.
Query: City to evaluate “drop in” businesses i.e. paddle boarding coming into the community; does this potentially sit with Camp A? Thoughts? Email Eric.

New Business
1. CBPOA Position Paper on Railway and Fraser Surrey Docks – handout with CBPOA mandate, impacts, recommendations itemized. Sent to Russ Hiebert and City of Surrey. Comments include: impact on Emergency Access; increase in dangerous goods transportation through the community (acid, chlorine), infrastructure deterioration of the rail, property values and quality of life. Eric will communicate additional comments. Plan for communication and community consultation via Russ and City of Surrey to BNSF and Transport Canada to be further developed. Input sought from members via emails. (reference to Quebec rail disaster)
Comment: light, traffic circle at top of hill (Chevron station) for delayed traffic?
2. Stop train Protocol: In event of emergency. See note of summary of recent medical emergency with Beach Theater and follow-up. Another recent incident (Sept 3) of traffic delay due to “stalled train”. Review of protocol and corrected response has occurred. CB has an Emergency physician who can also institute stop train protocol so he can leave the community to attend to an emergency.
3. Whistle Cessation/Southern Crossing: Line of site needs to be clear. Engineering Consulting firm investigated and with appropriate environmental cleanup, whistle cessation should still be OK. BNSF would need to accept that report. Precedent was set with Panorama whistle cessation. Long term process.
There is a possibility to convert pedestrian underpass at the second Bayview/McBride crossing, rather than vehicle crossing. Comment: could you just block it to vehicles? There would still be people walking along tracks – whistles would be mandatory. Question: California has whistle cessation. Need to have certain conditions met to satisfy Transport Canada requirements. Could you have turnaround on McBride? Egress at Beecher still needed. Cost is only one of the factors involved in the ultimate decision. North Corridor rail traffic is significantly funded vs. no funding for north/south rail corridor. Comment: fine those who walk on the tracks? Parallel pathway?
4. Could we consider two defibrillators for the community?– Emergency equipment. ACTION: Directors to bring to attention of City of Surrey.
5. Question: Donation to Camp Alexandra from Property Owners? Vote?
Answer: Directors will review CBPOA Charter. Would need vote from entire membership. Individual donations suggested, with tax receipts for >$10.00.
Consider Blackie Spit society donation? David Grant may provide guidance.
Is there interest in this? No straw vote at this meeting.
6. Bus Stop Relocation: Sullivan at Matheson Farm. Speaking with Coast Mountain and City. Drivers also concerned. Possible options: relocate, improve landing area, abandon stop and move stop near the Crescent Beach sign
7. Cliff Adams and Mrs. Hudson passed away about 1 week ago. They will be missed.
