2014 September Quarterly General Meeting Minutes

September 4th, 2014--CBPOA Draft Minutes

Executive: Present: Erik Seiz, Mark Nelson, Bruce Friesen, Liz Bailey-Connor, Dereck Kirkshaw ,Art Van Wart,Carolyn Allan.
Absent: Malcolm Stewart, David Hughes.
CBPOA: 40 members
Call to Order: Mark Nelson @ 1930, Beecher Place

Guest: Camp Alexandra Community Program Coordinator--Neil Fernyhough.

Neil gave short presentation on 2 items:
1)Oktoberfest:
Site Annual Fundraiser to support Community Lunches and Childrenʼs Programs. Event to be held September 27th @ Camp Alexandra. Tickets: $25.00 (age 19 or over--meal and 1 drink). available at Camp A. Volunteers needed--contact Neil @community programs @alexhouse.net.--for kitchen, tables, photos, gates.
2)Camp Alexandra House Centennial--2016.
Multifaceted approach--Past and Future--year long project
Team approach for programs and activities--want to inspire community and commemorate what the next 100 years will be like.
Input from the community requested with representative from CBPOA. Initial Meeting: September 11th.  For either of the above, contact Neil: community programs @ alexhouse.net.

Treasurerʼs Report:
Liz Bailey-Connor--introduced herself to meeting and gave her report to group.

Membership Report:
Bruce Friesen gave report that 240 members signed to date--still some to reply.  Reports from canvassers that membership very supportive of community.  Henry raised question of commercial establishments not enjoying membership--can belong but no vote. Asked that executive send letter to them to encourage participation. Erik will oblige.

Old Business:
1)TRAIN Concerns:
In 2007-train blocked the 2 crossings--seen as unusual event and unlikely to occur again--from the BNSF. But this summer we have had 2 events that have occurred. These events have been DOCUMENTED. and TC has been notified. This track has been noted as trouble spot. What occurred:Coupling between cars broke--therefore Emergency Stop Protocol instituted--but represents a very serious situation.Various levels of participation: local, provincial, federal(TC)--informed and aware. Obvious that slowing prior to entrance to south(24th) should be instituted. If any other events occur, please let executive have the details of time and date.
2)Traffic Problems:
a)Speed Bumps on Bayview have seemed to be very efficient and slowing
traffic and increasing safety. Residents for the main seem pleased and satisfied with results --speed bumps felt to be of no consequence.
b)McBride from Sullivan to Blackieʼs Spit: petition that was sent out was divided. Surrey will not take action at this time if no definitive Yes vote. Executive will revisit this issue in view of excessive speeding and parking on this stretch of McBride before there is a serious safety problem. Local residents are encouraged to try the speed bumps along Bayview to see that minimal disruption occurs at posted speed limit.
c) Entrance to Crescent Beach--new approach being assessed with view to
calming. Henry has advised of better presentation of speed limit of 30kmg. mark will address this issue.
d) New cross walk and bus area to be put in place at corner of Beecher and Sullivan in near future.
b) Petition for Annadale to be made one-way in progress.
3) Sewers: there will be an Open House in October to show scope of work to be done. Cameras are only being used to assess what is there--will not remove current hookups.

New Business:
1) Plans in works to allow a graded approach to beach at end of Beecher. Will be the same composite material as in place at new parking area. Should not interfere with businesses--due to be done September/October.
2)Film Industry at Crescent Beach:
It was noted that the film industry provides a lot of money into our economy--municipal, provincial and federal. Vancouver is 3rd in North America for the industry--special effects accounts for 2nd place after London.  Apparently a complaint against filming was made to Surrey and as a result one company did not get their license to operate from Surrey. No contact with us was made. CBPOA Executive feels that we need to be part of these decisions, therefore the following motion was put forward by Erik Seiz:
"Whereas the film production industry contributes to the BC and local economies and, provided production companies are in good standing with
the City of Surrey, the CBPOA supports the use of Crescent Beach locations by film production companies."
