Call to order at 7:40 p.m.
2)
Blackie Spit Master Plan.
A working
group reviewed the existing Black Spit Master Plan on behalf of the CBPOA, with
a view to providing recommendations to the City of Surrey should that Plan be
revised and updated.
Bob Gray
presented to the CBPOA the conclusions of that review. The other members of the working group were
Michael Eyre, Ron Sorenson and Art Van Wart.
Blackie Spit
Park encompasses all the land from the pier north east to the tip of the Spit,
and south east through Dunsmuir Farm to the Maple Pump Station. It includes the Surrey Sailing Club, the
Crescent Beach Swim Club and the Dunsmuir Community Gardens. More information on the park is available at https://www.surrey.ca/culture-recreation/2201.aspx
The existing
Master Plan for Blackie Spit Park dates back to 1999.
Bob’s
presentation is available on the CBPOA blog – at cbpoa.ca under recent
announcements. It contains recommendations with respect to parking issues,
traffic issues, policing and concessions within the park.
The
Association thanked the working group members for their efforts.
3)
Adoption of the draft minutes from
the November 7th, 2018, General Meeting. Proposed: Jim Carter Seconded: Bob Gray. Adopted with no objections.
4)
Matters arising from the minutes: None.
5)
Directors’ Reports:
5.1)
Treasurer. Jim Carter reported there had been no substantive changes since the
November 7th meeting. Total funds available stand at about $54K.
5.2) Membership. Bruce Friesen projected the
end of year membership at 392, when all returns are in. This is about average for the past 5 years. Bruce
thanked the canvassers for their excellent work and said anyone interested in
becoming a canvasser will be most welcome.
6)
New Business.
6.1
Storm of December 20, 2018. Members
observed that drains along the beach path were plugged with debris. The CBPOA will discuss with the City
potential pro-active actions ahead of forecast storms.
6.2
City of Surrey Councillor Steven Pettigrew attended the meeting, advised
he will be available as a link between our community and the City, and will
attend CBPOA meetings as is practical.
The Association welcomed Steven and thanked him for his interest.
Steven described the pilot project
for the concept of raised houses, under construction at 2954 O’Hara Lane, and
asked for feedback from residents. This
pilot project could potentially lead to changes to bylaws.
There was a general discussion of
the history of the Coastal Flood Adaptation Strategy process, and the current
perspective within our community
6.3 Whistle cessation: No update available for this meeting.
7) Director at Large positions: Call for volunteers for the positions
available. The existing Board would
value additional capacity.
