General Meeting Minutes
Directors Present: Jim Carter, Rona Tepper, Liz Bensted,
Henri Wendell, Bob Dhaliwall, Bruce Friesen

1. Call to order at 7:40 PM.
2. Adoption of July 7, 2021 General
Meeting Draft Minutes: Moved by Rona Tepper, Seconded by Diana Maughan,
carried.
3. Matters arising from the minutes
o
Following
a motion from the July 7, 2021 General Meeting, there was a discussion
reflecting the Members’ diverse opinions about having leashed dogs on the beach
path (City of Surrey By-Law No 13480).
o
A
vote of members in attendance to continue exploring the topic resulted in an even
split: See New Business.
4. Working Group Reports
o
Blackie Spit Working Group (report attached):
i. Some issues are closed (Gate on pier,
Installation of bollards preventing vehicles from driving onto the beach, Installation
of bollards to prevent vehicles blocking access to the mound area of the spit
at the Sailing Club), Christopherson Steps.
ii. Some issues are seasonal and
therefore closed for this season (Dogs on promenade during restricted
days/months).
iii. Some issues continue: Beachfront path
extension at Blackie Spit Parking Lot, Parking and Gate Locking on Blackie Spit
(gates will be closed at 8:00 PM beginning Friday Sept. 24 and change to 6:00
PM effective Monday November 8).
iv. Commercial Paddle Board/Kayak Rental
Operation discussions with the City are ongoing: The business is closed for the
season but various agencies in the area will work with the City to improve
safety precautions.
o
Transportation and Traffic Working Group (report attached): The T & T
Working Group presented their research, goals, and actions in a PowerPoint
presentation. Canvassing of the 404
homes in the Crescent Beach area continues, with about 1/3 of the homes
canvassed at this time. The three
questions being asked concern Permit Parking for residents and guests, Pay
Parking, and Speed Bumps. Please reply
by email if you would like the PowerPoint emailed to you.
o
AED Working Group: (report attached): Jim Carter summarized the work he has done with the
City and other agencies to have these devices installed at Sullivan point and
the Pier.
5. Correspondence and Updates
o

Cessation – No update at this time
6. New Business
o
There
was a motion to discuss meeting four times a year, instead of six, but the
motion was withdrawn due to lack of time to discuss.
o
Moved
by Kim Snyder, seconded by Gail Terry, that we have a referendum on leashed dogs
on the path for limited hours (before 10 am, after 8 pm) between May 15 and
September 15. After a lengthy discussion
the motion was tabled to the November meeting.
o
Trish
McAuliffe brought to our attention that electric bicycles are sometimes a
hazard on the dyke across from Dunsmuir Gardens, where the path narrows.
7. Motion to adjourn: Moved by Margie
Schultz, seconded by Ron Sorensen, all in favour.
