General Meeting Minutes
Directors present: Jim Carter, Henri Wendel, Trish McEvoy,
Tracey Hill, Bruce Friesen
Held at Beecher Place
30 in attendance, including Councillor Linda, Annis, Mayor
Doug McCallum, and guest speaker Jason Colenutt
1. Call to order at 7:30 PM.
2. Adoption of agenda: Moved by Trish
McEvoy, seconded by Tracey Hill, carried.
3. Presentation
by Jason Colenutt, Manager,
Design & Construction, City of Surrey, regarding transportation
access to Crescent Beach.
a. Jason Colenutt and Mayor McCallum
unveiled the conceptual rendering of a Crescent Beach overpass intended to
allow vehicle traffic to flow during train crossings or stoppages. As the CBPOA wasn’t anticipating this major
proposal, there was a great deal of discussion.
Points brought forward were:
o
Increased safety for pedestrians,
cyclists, and motorists
o
Uninterrupted traffic flow over the
train tracks, including for emergency vehicles.
o
The Mayor thought this was the ideal
time to get funding from both senior levels of government.
o
The increased popularity of Crescent Beach as
a destination, and the fact that increased traffic congestion on Sullivan and
Beecher has not been addressed.
o
Concerns that the overpass does not
fit the ‘distinctive rural and seaside village community’ atmosphere outlined
in the Crescent Beach Land Use Plan (1999, 2016)
4. Adoption of September, 2021 General
Meeting Draft Minutes: Moved by Bob Gray, seconded by Tracey Hill, carried.
5. Matters arising from the minutes: regarding
the motion from September, 2021, that there be a referendum regarding leashed
dogs on the path for limited hours, the maker of the motion requested the
motion be withdrawn. Moved by Trish McEvoy, seconded by Tracey Hill that the
motion be withdrawn, carried.
6. Directors Reports
a.
Treasurer: Jim
Carter reported approximately $48,000 in the accounts, and that the AED
machines have been paid for.
b.
Membership:
Henri Wendel reported that memberships are down approximately 6%, and that many
members are taking out a two-year membership for $20. He put out a call for
canvassers (July to September), one member stepped forward.
7.
Correspondence and Updates:
a.
Tindi
Sekhon, City of Surrey Engineer, provided an update regarding future drainage
work: The City is planning to tender the first phase of the
Crescent Beach Utilities Improvements Phase 3 project in December 2021 and
expects to award the construction project in January 2022. The project has been
divided into phases. The City is determining the extent of the first phase of
drainage work for 2022. The subsequent phase is planned to proceed in 2023. The
timing of the construction phase may vary as the construction progress of Phase
3A work will determine the schedule for Phase 3B works. Working in a highly
sensitive archaeological area, the progress of the work can vary.
b.
From Peter Klenner, All Saints Community
Church on Beecher:
With regards to the building and renovations:
o
They have
been waiting on the City of Surrey for 5 months for building permits
o
They have
recently heard from a city planner who wants them to make significant changes
in the interior of the building
o
They’ll be
negotiating with the City regarding these changes because their intention is to
maintain the historical integrity of the building – both inside and outside
o
Until they
sort out these details with the City, they will move the furniture from the
shipping containers (in the parking lot) back into the building
In the meantime…
They are going to celebrate Christmas at All Saints.
Here are some of their plans:
o
They intend
to put a nativity scene in the parking lot with lights
o
They will
conduct three services over the Christmas weekend: 7 pm Candlelight Christmas
Eve service, 10 am Christmas Day Family Service, regular 10 am Sunday Service
(Dec 26th)
o
They would like
to sing carols to their neighbours.
Anyone who would like to have them come and sing carols in front of
their home (in Crescent Beach) for a few minutes should let Peter Klenner
know – 604-209-5570. They will arrange for carolers to come and sing
sometime between now and Christmas.
Working
Group Reports
c.
Blackie Spit Working Group: Ron Sorensen reported that there are no new actions to
report, although the committee continues to discuss extending the beachfront
path on Blackie Spit with gravel to provide pedestrian access to the boardwalk. Also, the gate to Blackie Spit parking area
will close at 6 PM beginning November 7, 2021. Please see attached report.
d.
Traffic and Transportation Working Group: This group continues to accumulate
data, still knocking on doors of residents and restaurants.
e.
AED Working Group: When the AEDs have been installed, training for members will be
arranged.
8. New Business
a.
It
was mentioned that cyclists continue to fall from their bicycles when crossing
the tracks at Beecher Street, a reminder that there is a sign that cyclists
should dismount before crossing the tracks.
9. Motion to adjourn: Moved by Mark
Brewster, seconded by Jim Glanville, carried.
