General Meeting Minutes
Directors Present: Jim Carter, Trish McEvoy, Henri Wendel,

1. Call to order at 7:30 PM
2. Adoption of agenda: Moved by Carolyn Allen, seconded by Henri Wendel,
carried.
3. Adoption of November, 2021 General
Meeting Draft Minutes, as circulated:

4. Matters arising from the minutes:

5. Directors Reports
a.
Treasurer: Jim
Carter reported that there were no changes to the accounts, approximately
$48,000 in the accounts with no commitments at this time. Moved by Trish
McEvoy, seconded by Pixie Hobby, to accept this report.
b.
Membership:
Henri Wendel will gradually change the CBPOA policy of hand delivering meeting
minutes, etc. to some members. He will contact these few members to see if they
are able to access email, and failing that, ask them for additional money to
cover the cost of Canada Post delivery.
6. Correspondence and Updates: Please see below under New Business.
7. Working Group Reports
a.
Blackie Spit Working Group: A summary of this group’s Action Items was circulated with
the agenda; one new action was for Parks to install concrete dividers instead
of cones in the parking area, and to look at bylaw changes needed in order to
allow the ticketing of cars illegally parked within the Blackie Spit parking
lots.
b.
Traffic and Transportation Working Group: The January report was circulated
with the agenda; data collection continues; meetings are planned with local
businesses, and a special traffic meeting is planned in the spring of 2022. After further research it was determined that
an online petition is not possible as a legally binding petition must have
original signatures. Members can contact this group at the Traffic email crescentbeachtraffic@gmail.com and a
canvasser will contact them.
c.
Land Use Working Group: Dialogue with the City of Surrey regarding the new building
codes and land use in the beach area has not continued much since the 2020
presentation by Keith Broersma, City Planner.

d.
Website Upgrade
– CBPOA has a webpage (http://cbpoa-mainpage.blogspot.com/) which was created over 10 years
ago. It needs refreshing. Interested members should contact the CBPOA.
e.
AED Working Group: AED stands have been installed and are operational at Sullivan Point
and on Wickson Road near the pier, next steps are to conduct training for
residents. These stands house Automated
Defibrillators, Naloxone kits, first aid supplies as well as instructions for
their use.
8. New Business
a.
The
Membership Canvassing Team would like you to check the visibility of your house
number, please see the attached poster.
b.
A
summary of some of the dialogue following the November presentation of a
proposed overpass into Crescent Beach was presented, please see the attached
summary.

Results of Submissions regarding the overpass
proposal from City of Surrey

Background
On November 3, at a Crescent Beach Property Owners
Association General Meeting, the City of Surrey unveiled a proposed overpass
into Crescent Beach. Its purpose would be to provide a safe crossing over the
train tracks. The CBPOA had no advance warning this announcement would be made
at the General Meeting.
On Dec 10, 2021 a special meeting was called to allow members
access to the City’s poster boards about the proposal and to allow them to
express their feedback
Members who were unable to attend the Dec 10 meeting in
person were invited to write in to the CBPOA Gmail account with their thoughts.
The following is a brief summary of responses.
Emailed responses
There were 26 emailed responses in total.
5 supported an overpass (~19%)
16 were opposed to an overpass (~60%)
5 were neutral, but submitted questions (~19%)
The invitation to view the posters and participate in a
discussion resulted in a packed room on Dec 10.
After a review of the proposal by the Directors, the floor was opened in
a Town Hall format.
18 members spoke during the meeting.
2 members
were in favour of an overpass (~11%)
6 members
spoke against an overpass (~33%)
10 members
were neutral, but questions (~55%)
There were several themes:
· There was general consensus that the proposed
overpass did not reflect the character of Crescent Beach
· The arches depicted in some of the artist’s
conceptions were unappealing
· Members would like to explore a
pedestrian underpass at the base Crescent Road
· Members would like to continue exploring
an underpass under the trestle at the marina
· Noise from an overpass would carry up
to the homes above Bayview
