2012 September Quarterly General Meeting Draft Minutes


MINUTES OF QUARTERLY GENERAL MEETING –Wednesday September 5, 2012
7:30 PM AT BEECHER PLACE


AGENDA ITEM:

1. CITY OF SURREY – WASTE MANAGEMENT UPDATE
    Speaker – Robert Costanzo, Deputy Manager, Operations

Robert Costanzo provided the membership with a very informative presentation with regards to sustainability initiatives in  Metro Vancouver down to the level of our city, Surrey. With the introduction of the new Waste Management initiatives that are set to begin in Surrey on October 1, 2012, the City’s goal is to have household waste that is diverted from landfill increase from the present 55% to 70% in 2015. In addition, Robert stated that Surrey residents are one of the leaders when it comes to recycling household goods, therefore the new program should be well received by the residents. Also, in order to show the City’s commitment to sustainability, the City will be converting all of their Waste Management Diesel Fleet to Compressed Natural Gas Trucks – studies show, replacing one diesel truck with a CNG truck is equivalent to taking 475 cares of the road.

Points of Interest:
  • October 1, 2012 – City of Surrey new waste collection begins
  • Collection will occur on ALL weekdays, INCLUDING STATUTORY HOLIDAYS (except Christmas and New Years Day)
  • O’Hara Lane will be assessed and residents informed by the City as to how physical pick-up of their bins will occur before October 1, 2012.  Most likely, adaptations to the trucks or manual disposal by waste management team, will occur in order for the household bins to be accessed and disposed of. This may be necessary due to the narrow width of O’Hara Lane.
  • The City of Surrey has and adaptor for the lids of the bins if Racoons or other wildlife become an issue. They can be obtained by contacting the City directly.
  • The “plastic-like” bio-degradable liners for the kitchen catchers will not be accepted. Acceptable paper bags will be available from the City of Surrey or the South Surrey Rec. Centre.

2. LOT RE-ZONING – 2568 and 2578 124B St.
    Speakers: Dennis Spadoni – Lot owner requesting re-zoning from City of Surrey
                     Peter Jones, Bruce Wood and Dymphna Wood – concerned residents against
                     Densification

The above noted speakers had separately made contact with a couple of CBPOA Directors regarding their perspective and concerns regarding the lot re-zoning of  the above noted address. As the CBPOA has no input into the City’s judgement on this particular matter, the Directors offered, to both parties, the opportunity to share their perspective, concerns etc. If you would like to discuss further or require more information, please contact any of the CBPOA Directors who can put you in touch with the appropriate people.

3. UPDATES
    Speaker – Erik Seiz
  • Underpass – Still pending at this time. As there is still discussion about potential solutions, there are no set plans.
  • Whistle Cessation - A safety review has been completed. Once the report is finalized, the City will forward the report to Transport Canada and BNSF for review.

4.  FIRST-AID CERTIFICATION COURSE
    Speaker – Jim Mason

Jim refreshed the group on the importance of having current first aid training in the case of an emergency. He encourages those interested in attending and becoming certified, to register as soon as possible.  Deadline is September 10, 2012.
Jim wanted to send a THANK YOU to all of the canvassers who helped to deliver the notices and spread the word for the upcoming course.

5. “COMMITTEE INITIATIVES” WITHIN THE CBPOA
     Speaker: Erik Seiz
Erik informed the membership of the initiative to move towards a “Task-oriented” Committee format. (Please see minutes from August 14, 2012) This initiative will have committees developed under the CBPOA to have a well defined task, a beginning and an end to the task and ultimately, the CBPOA will be left with a “useable” outcome to better the community.

6. MEMBERSHIP UPDATE
    Speaker – Bruce Friesen

Bruce updated the membership on the current status of the membership. As they are currently in the middle of the membership drive, Bruce wanted to thank all of the canvassers for their hard work. Bruce mentioned some interesting points - within the immediate area of Crescent Beach, 2/3 of all residents are members. Of the remaining 1/3 – many are renters, new residents, leaving area etc. He mentioned that the local Crescent Beach community is seeing a large turn-over of residents in the most recent years. He also expressed the need to have more canvassers from the Crescent Heights area to help grow the membership in that area.

Contact Bruce if you are interested in getting involved. It is a great way to meet your neighbours and stay in touch with your community.

7. NEW BUSINESS
  • Sally Stewart presented to the membership that she had uncovered a long – lost video on the covenant of Crescent Beach.
  • Dyke Stability - Walter Maughan  expressed his concerns about the Dyke at Crescent Beach. His concerns surround whether it is structurally sound and if proper maintenance is being done.
Erik Seiz commented that the CBPOA Directors do meet with the City of Surrey fairly regularly and he would mention his concerns at their next meeting.

  • Inquiry from one of the membership as to status of the 1 year review of the Camp Alexander Community Garden.
  • Comment from one of the members as to their concern over increased violence and vandalism in the neighbourhood. As they are new to the area, they were wondering if there were any community initiatives etc.

Erik commented about the CBPOA’S ongoing relationship with the City and the RCMP. He emphasized the importance of CALLING THE POLICE at any sign of a problem. The police allocate their resources according to the need; unless we call them they don’t know of our issues/concerns here at Crescent Beach.
Also, if you have any acts of violence or crime occur against you or someone you know, let the one of the CBPOA Directors know and a notification can be sent to the rest of the members.
