2014 March Quarterly General Meeting Minutes

MINUTES CBPOA MARCH 5, 2014
1930 BEECHER PLACE.

CALL TO ORDER:
Erik Seiz called meeting to order at 1931.


ADOPTION OF MINUTES OF DECEMBER 4,2013.

TREASURERʼS REPORT: Malcolm Stewart tabled his report:
Total income: $4575.68
Expenses: $2,236.55 to cover a) legal fees--Blackiesʼ Spit

b)Stationary /Postage
c)Disaster Planning
As to Date: Total funds $44,876.53 (chequing and Term).


MEMBERSHIP REPORT: Bruce Friesen
402 paid members
membership drive begins again in June--volunteers needed.


BUSINESS ARISING FROM MINUTES--December 4,2013:

1)Paddle Board Hut: message from Surrey-that owner has been told to remove building by March 15th--or Surrey crew will do it and charge for removal and storage.
City reviewing the concept of business like this to be at or near the beach and are looking at various models that would be acceptable to the area.

2)Speed Bumps: McBride to Blackiesʼ Spit:--survey has been sent to all residents on
McBride who will be influenced by these.
others may send their views to the City for consideration.


3)Rail --Discussion lead by Erik and Malcolm:
1)there is bad news--no momentum for rail relocation--more opposition than

anticipated from November meeting--most due to agricultural land reserve influence and cost.
2)Whistle Cessation: presentation January 20th to Transport Infrastructure Committee(TIC)--while it is realized that there is merit to Crescent Beach, there are a number of issues to be dealt with:
a)Cost Sharing--no interest from Port Metro Vancouver(PMV), Transport Canada(T.C.) or BNSF. Therefore cost to Surrey City $1.2 million for infrastructure to be put in place.
b)Liability: TIC Surrey--looking to see what White Rock plans to do.
Surrey staff going back to T.C and there will be another presentation by TIC in April to CBPOA.

Conclusion of our representatives to TIC:
We have made it very clear to Surrey that we have an expectation of results and

feel that the City has an obligation and duty to see that the crossing is modified. Our full presentation is on the web site.
3))Safety: Government has influence in area of safety.
The Railway Act is tied in with Property Ownership and has few restrictions on goods carried or number of trains.
White Rock was able to introduce a speed restriction 0f 10 mph in 1992 with the
cooperation of Transport Canada. What we are trying to do is institute that same restriction
a)through Crescent Beach b)along Ocean Bluff corridor.
At present 15-20 trains/per day. When Coldbrook area done--up to 24 trains/day
(probably maximum). But as heard at meeting, Delta has been approached by BNSF to
double track and also double track lanes at Blaine.
Therefore may be a business case to improve Sumas Track(BNSF). This may be helped by decreasing speed here.
CBPOA Executive Meeting with province next week--Todd Stone, Russ Heibert-- to put forward endorsing speed boundary extension to improve Safety.

Yes.
Asked if Legal Advice has been sought and if not, there should be--recent changes

to Oil tanker traffic--on the sea--T.C. has forced shipping to have “world class shipping
containers--for environmental reasons. This may be a route we could follow due to wildlife on the shoreline. This will be investigated.

NEW BUSINESS:

1)Camp Alexandra--Farmerʼs Market--preliminary consultation with area residents.

Form to fill out--access from our Web Site.
2)Discussion about parking, safety of pedestrians etc.


MOTION:CBPOA to explore and review with the City of Surrey a plan to
improve the situation with regards to parking and safe pedestrian access.
Amendment: Simple solution


MOTION;CBPOA to meet with the City of Surrey to explore and review the
concerns of traffic in general and formulate a simple solution to improve the parking situation and to provide for safe pedestrian access in the village.

3)Discussion regarding increased signage.


MOTION:: To have the installation of a “Speeder Board” sign to replace the
30 km/hr sign presently in place. moved by Henry Wadell

4)On Maple Street:
State of cottonwood and maple trees appear unsafe:--can we look into the matter--
advised by executive that this matter has been identified and BSFN written to in the past--will follow-up. ?Contact Parks Division of Surrey for advice.

3)Little Library--have 3 established at Camp Alexandra with cooperation of White
Rock Rotary Club and Surrey Library. ?would community like more --e.g.Blackiesʼ Spit.

Irene will come back with more information for June meeting.


ANNOUNCEMENTS:
1) Breakwater work in progress--will eventually go all along beach front to pier. May

have to delay point to pier depending on tides, weather and use of beach in summer.
2)Community Consultations: happen monthly with various member--e.g.RCMP--
just to make aware that increase in auto break-ins---do not leave garage openers in cars.
Due to closure of recovery houses for the mentally ill and those with addictions--has
left fewer by-laws officers to answer calls to beach area. Be more vigilant and take own
precautions.
Also increase in financial Fraud schemes--be aware.
