2014 June Quarterly General Meeting Minutes

Call to Order by Erik Seiz at 1935.
Guest Speakers:
1)Harvest Box--Speaker Colleen Ford outlined the procedure and philosophy of
this service. This group has been in operation for over 15 years in the Fraser Valley providing fresh, usually local produce if available to area residents with total proceeds going to persons in need.  In Crescent Beach, this is being arranged voluntarily through Thiksaʼs Deli with orders being accepted and delivered there. It will have delivery on the 2nd and last Thursday of the month provided in a cardboard box. Further information can be obtained through Colleen (e-mail address is cclfd@hotmail.com ).

2)Carrie Barron: From Engineering Department of City of Surrey.
Before Carrie began her talk, a vote of thanks was given to her by Erik Seiz on behalf of the CBPOA for the replacement work done on the groynes along the foreshore--for such an excellent project done quickly and professionally in a timely manner and with little or no disruption to the beach activities. All gave a sincere round of applause.

Carrie began her talk to say that she was in charge of Drainage, Foreshore Work and the Environment with regards all the beaches and river ways of Surrey.
The main reason is trying to adapt to the projections for sea levels rising and coastal protection and drainage in view of Climate Change.  This all ties in with:
a) changes in sea level,
b) increase in flood frequency,
c) Vertical land movement,
d) land subsidence.

However this is being projected over a time period to 2100. Do we really know?
Ground water is also rising especially with high tides. Over the long term, dikes will not be able to protect the land due to insufficient capacity of pipes. Work has begun with installation of perforated system and the new Maple Pump Station.
Storm sewer servicing will begin--initially along Gillie--but we are warned that it will be a long and slow process--as archeological evidence has already been acknowledged in test areas.

These issues to be dealt with is a phenomenal cost to Fraser Area--8 billion to region---with Surreyʼs share being 1.4 billion. Fraser Basin Council has been formed to try and deal with these issues.  Changes to Provincial Guidelines are being started--with no further subdivisions on flood plains. With an expected 1 meter rise in sea level by 2100, construction levels have been raised. Extra regulations for steep slopes also anticipated.

Questions raised by assembled included:
1) relating to raising of street levels on Gilley--will increase by 1 foot--but all
boulevards and driveways will be dealt with on a site by site assessment.
2)Blackie Spit Porous Pavement and Rain Garden: very costly but being used as
test site--so far it is the largest one in lower mainland. It is excellent for sidewalks and parking lots, not as good for roads.
It is unlikely to be extended to other lot.
3)What steps will be taken to raise dikes? Probably will include more permanent structures involving concrete blocks(as in place at Blackies Spit and other less permanent structures at times of high tides (inflatable barriers).

4)Business Arising from the Minutes:
Malcolm Stewart and Erik Seiz met with the City to discuss the request for a plan to improve the entry to the village and to improve parking and safe pedestrian access in the village. Simple solutions which will be effective will be further discussed and reports made back to the Association. It is thought at this juncture that a minimalist approach is more effective than hard and unrelenting paths and restrictions. The City has found this works very well.
