CBPOA Quarterly General Meeting March 4th, 2015

Directors present:
Erik Seiz, Malcolm Stewart, Liz Bailey-Connor, Art VanWart, Bruce Friesen, Carolyn Allan.

Call to Order: 1930.
Presentations:
1)Jeff Levine: Sea to Sky Venture Company, Paddle Board Hut.
In this presentation, Mr. Levine outlined that was the
successful bidder 3 years ago to a Surrey a RFP for paddleboard service to
Crescent Beach. The RFP was in response to problems in Vancouver that raised
issues of safety and liability for beach activities.
Design and position of hut was discussed with Surrey.
Request by CBPOA that hut be removed made in December.
Mr. Levine would prefer hut that is used to house
paddleboards and kayaks be located to the right of boat launch area and be
permanent in summer.
Reasons are:
1)employees able to observe renters
2)heavy boards-safety issue in carrying across busy parking
lot..
3)nothing in contract for removal of hut daily.
Would like to be included in Community Events and planning to
hold Kidʼs Camps, Day Camps and so on.
Would like to emphasize that local teenagers and university
students are his main employees.
Questions Raised:
1)Where would he plan to put permanent Structure? Answer:
first 2 parking spaces beside boat launch--would give grassy area place for putting
equipment during day--eliminating trek across parking lot.
2)How big is hut? 7 1/2 feet by 13 feet.
3)Where do you put boards etc. at night--in hut.
4)Safety Issue: if hut at end of parking lot would need
twice the staff--some at beach others at hut.
5)Is there space at the sailing club site?? This has been
rejected by club.
Opposite view: Views expressed that object to hut and
position on beach at all.
Answer: Would removal at end of year be acceptable??
Conclusion: Broadly divided group present today.
But take note that Surrey taking issue seriously--wants some
solution.
May to September may allow hut on beach--review yearly.
Would it be possible for Surrey to provide a building that
is acceptable to all and business rent from them??
From Chair:
Contract will be inevitable, Surrey is responsible for park
and activities. This has arisen after death in Vancouver--so Safety is prime
motivator and concern. Will be further discussion between Surrey and CBPOA.
2) Victor Jhingan : Project Manager for Drainage Project.
Also present: Scott Newman, Carrie Barron
Background:
Ponding occurring in Crescent Beach--lead in 2008 to
Comprehensive Drainage Assessment for C.B.
Lack of formal drainage plans, rather ineffective process of
infiltration. Increase in groundwater in winter--related to tide
cycles--direct correlation.
Strategy:
1)Install perforated drain storm system.
2)Service connection to each home
3)Control ground water system.
4)Consider in long-term strategy, the effect of climate
change, which means a plan to cover next 50-100 years. Large Scope--Large Area. Many Years
of work involved.
Implementation:
1)Pump Station--done
2)Installation of Storm Sewer: Starting with Dunsmuir--to
Gilley--to McBride. This will commence in May--through to June?? will try to
minimize changing landscaping that is present on boulevards--will try and
replace similar surroundings--but will discuss on individual basis with home
owners.
Therefore will mean raising level of roads 1 foot.
Questions:
1) Will access to homes be required? Yes too hook to present
drainage systems.
2) Size of pipe: 525 mm.
3)?Bayview included? No
4) Time line?? Not Sure?? The need for aboriginal input may
cause delays. Has taken 2 years to get permits.
5)Will MacKenzie be done?--not needed to be raised.
Carrie Barron: Tidal surges are happening. Surrey working
with Regional District to sort areas out. 40 year plan.
Further Discussion will be done with Individuals as needed.

3) Directors’ Reports:
1) Treasurer:
a) have transferred chequing account banking to Coast
Capital from HSBC.
b)transferring as they mature non-redemmable accounts-will
take until December.
Balance: $35,937.17 would request that year-end be moved to December rather than
June.
2) Membership: 412
3) Vice-President: a) Whistle Cessation: still an issue--dependent
on new regulations for railway crossings. Meeting with Transport Canada in
March. Surrey and BNSF differ on the infrastructure needed. New regulations provide for mediation
and arbitration between Surrey and BNSF by Transport Canada. We are in a good
position with T.C.—but there is not time limit for implementation. Rail Strike
has delayed events.
4)New Business:
1)Bayview: Problems with accessing and egress from home--related
to narrow street and bylaw preventing angle parking--perhaps need parallel
parking. Malcolm will chat with owners and Surrey.
2)Sullivan Street: excess speed and people ignoring stop
signs. Unfortunately this
is an arterial road--therefore no traffic calming other than
stop signs and 4 way stops could be instituted. Buses are a problem as well as
local residents speeding.
a)will contact bus lines to advise about speed limits.
b)everyone in beach urged to lead by example and drive speed
limit.
5)Future of Crescent Beach: This item has been raised by
Erik Seiz and Executive as numerous items surfacing over the past months and years.
Last Community Plan was in 1999. Since then:
1)more residents living here full time.
2)increase in daily visits to beach by increased Surrey
Population.
3)Traffic Issues: Speed, Parking
4)Safety Issues: regarding increased ocean activities,
increased traffic and lack of sidewalks, bicycle access.
5)Access to beach itself--i.e. Crescent Road and approach.
6)Lighting--for safety .
What improvements that can be made that will make sense
20-50 years from now. We need to motivate ourselves and Surrey to discuss these
concerns.
Motion:
Whereas pressures on our community continue to grow, many of
which were never anticipated by the 1999 Crescent Beach Official Community Plan
(OCP), then, the Crescent Beach Property Ownersʼ Association requests the
City of Surrey to first allocate the resources needed to update the 1999
OCP, and then facilitate the process.

March 4th Quarterley Meeting:
Amendment: to add : “and Blackiesʼ Spit Official Community
Plans(OCPʼs)”.
Amended Motion: Whereas pressures on our community continue

OCP and the Blackiesʼ Spit OCP, then the Crescent Beach Property Ownersʼ association

Motion: Move that the above motion be tabled until such time

meeting when more CBPOA members are at home and available to
attend.

It was also stated by Bruce that we only wish to “touch up--
not tear up” these Community Plans. There has been a lot of thought and work in
those plans which are still very relevant.

2)Break and Enters: Bayview has had problems. Bill Stewart
and Ashley Sousa are available to help with Block Watch setup.
3)Mobile App for Reporting Graffiti and any other problems
to Surrey
4)Press Release from Mayorʼs Office(Mrs.Hepner)--for rail
speed reduction. She had meeting with Erik--thank you for listening to us.
