CBPOA September 2nd, 2015 Quarterly General Meeting Draft Minutes.

Chair: Erik.
1) Call to Order: 19:30.
2) Presentations: Scott McDermid - Village Montessori School, 2770 McKenzie Ave.
Propose to submit a comprehensive development zoning application to the City to allow renovations. The objectives are to preserve the church building, (heritage value), and enable the school to increase attendance from 38 children to 48 to 50 children.
The plans are to retain the church building and classroom, remove the existing back classroom annex building and replace it with a new architecturally sensitive building housing two new classrooms with a caretaker residence above. Lot coverage will increase to 50% from the present 40%. They are looking for community support for their plans.
Response from the floor was positive, particularly with respect to preserving the church building. Scott passed out a form for signatures of support and can be contacted at Sdm1mac@gmail.com
Dr. Charles King – There will be a benefit fundraiser for “Communities and Coal” on Sunday Sept. 13th at Ocean Park Hall. Bob Bossin will be performing his show “Davy the Punk” about the life of his father in the gambling underworld of Toronto in the 1930’s and 40’s.
3) Adoption of June 2015 Quarterly Meeting minutes.
Proposed - Perry Lewis. Seconded – Scott Mcdermid. All in favour.
4) Business arising – none.
5) New Business and Correspondence. Erik announced that Leah, a long time resident has passed away, a loss to the Community.
Derrick gave an update on the rail crossing monitoring. The camera installed by Surrey at the entrance to the Village has been in operation for over two weeks now. The Emergency Response, Fire Service will be installing a camera and alarm system at the McBride crossing. In the event of a train stopping an alert will be sent to the Emergency Response Fire Operations Centre who can then observe the appropriate screen and facilitate any necessary notification/action.
Erik stated he is very impressed by the City undertaking these monitoring and recording initiatives to facilitate information gathering on train incidents in the absence of such data from either Transport Canada or BNSF.
Erik then went on to say there will be a meeting tomorrow, (September 3rd), between The City of Surrey and BNSF, to discuss Whistle Cessation.
It was pointed out from the floor that there were over 20 signs between the new flashing speed sign and the crosswalk. (These included, for instance, boat launch signs depicting a power boat, where power boat launching at the beach is not allowed). There was general agreement that there were too many signs and these can be a distraction to drivers as they also have to look out for cyclists and children in the crossing area and could a discussion be held with the City about this. Erik responded that he would like to see the entrance to the Village cleaned up and made more welcoming and is looking forward to discussing proposals to reconfigure the entrance to the beach in preparation for whistle cessation.
Derrick noted three items of correspondence – Seventh Heaven Art and Beauty Salon, a gallery of Vojislav Morosan paintings on Sundays until September 12th; - Dr Charles King, The Bob Bossin show “Davy the Punk” September 13th at Ocean Park Hall; - Pat Brearley,
the Dogwood initiative, a petition to stop the expansion of U.S. thermal coal exports in B.C. The correspondence will be posted to the web-site.
Carolyn updated the meeting about the progress of a petition requesting speed bumps from Sullevan to Target. There followed a discussion on traffic calming needs throughout the Village and also in Crescent Heights. There was consensus that the need for an overall plan for traffic control throughout our area should feature prominently in the upcoming Land use plan discussions.
