General Meeting

September 17, 2025

Draft Minutes

1.     Call to order: President, Bob Poulton, called the meeting to order.

2.     Adoption of agenda: M/S/C “That the agenda be adopted circulated.”

3.     Approval of July 10, 2025 General Meeting Draft Minutes. M/S/C “That the Draft Minutes be approved as circulated.”

4.     Unfinished business: none

5.     Correspondence and Updates

a.     Community Policing (Bob Gray): Members are encouraged to open the following link to Project IRIS (Integrated Resources for Investigations and Safety). Project IRIS is the City of Surrey’s closed-circuit television (CCTV) camera registry. It is for any residents who have a residential camera and are willing to share footage, through the City of Surrey, with police, in the event of an incident occurring nearby.  Please go to https://www.surrey.ca/about-surrey/community-safety/project-iris for more information about the program and a link for registration.                                        *Also, there are plans to have the Police Chief (SPS) attend the November meeting.

b.      AEDs: CBPOA hosted two St John Ambulance staff who demonstrated CPR and the function and use of the Start Me Up AED units installed by the CBPOA in 2021. Most importantly, questions were identified M/S/C, “That a committee be formed to identify issues, determine maintenance requirements and investigate options for the future ownership of the two AEDs.”

c.      City of Surrey communication: Bob Poulton reviewed recent communication with Scott Newman, City Engineer.

­   A review of traffic calming and overall transportation is wrapping up and should be summarized by the end of the year.

­   Drainage utility work has wrapped up.

­   Parks Dept is looking into options for the use of the park land beside the church.

6.     Committee Reports

a.     Parks (Ron Sorensen):

Environmentally Sensitive Area at Blackie Spit

- Rope designated path and posted signs continue to be ignored.

- People observed setting up blankets, chairs, tents etc. and even playing soccer in this area.

- People crossing area beyond the end of the rope ends

- Reports submitted to Surrey.

- At end of August Bylaws called to advise that officers would be patrolling on Labour Day Weekend 

Status: Ongoing

 

Parking

- illegal parking in on Blackie Spit continues unchecked.

- Change to Surrey regulations required to facilitate ticket/tow (ongoing issue)

- CBPOA have advocated that Surrey change its regulations/bylaws to ensure Bylaw officers are empowered to address Blackie Spit illegal parking, ticketing and towing.

Gate Locking on Blackie Spit

- As a reminder, effective Sep 27, 2025 the gates will close at 8pm

- The posted sign reads:

      Mar 15 - Sep 26 gates close 10:00 pm

      Sep 27 - Nov 7 gates close 8:00 pm

      Nov 8 - Jan 2026 gates close 6:00 pm

Status: Ongoing

Life Rings at Target St and pier

- Decal instructions reported as needing replacement.

- Parks questioned regarding regular checking & maintenance.

Status: Ongoing

Dog Trial (use of promenade during certain times/days)

Observations;

- dogs continue to be walked on Prominade outside the trial allowable times, e.g. on weekends and statutory holidays.

- dogs observed accompanying people sitting on the beach and taken into the water outside the Dogs swimming area

- Bylaws have not or seldom addressed violations.

Status: Ongoing

BBQs on beach and grass areas

- BBQ’s and cookers continue to be used on the beaches and grass areas.

- Would like Fire Working Group to take this action item on.

b. VAMP (Vancouver Airport Modernization Project)

Goals

- Sustain Safety

- Prepare for growth, modernize the airspace system

- Balance the needs of stakeholder groups

- Manage impact to Environment both noise and emissions

- Consideration to long term plans of the industry

c. Beach Fires Working Group (Tricia Ewert):

1. Statistics: (2024 in brackets)

Total Fires June 1, 2025 – Sept 16, 2025 = 21 Of these 11 were in the South Beach Area

Reasons for decrease in fires:

Electronic Sign

Patrols by Police/Bylaws

Patrols by BNSF – impacts South Beach Fires

Fencing at the end of Bayview – Impacts South Beach

Christopherson Stairs being closed for repairs – Impacts South Beach

Chevron stopped selling firewood during Provincial Fire Ban – this is the #1 reason – Chevron stopped selling commercial firewood on July 17 and to date there have only been 5 fires since that occurred.

 

2. Signage

a) Correspondence with Fire Chief re Electronic sign - will only be present in the summer   as fire risk in the fall and winter is low as is the number of fires.

This last statement is incorrect. Per our statistics

1)      Jan – April 2024 = 47 fires

2)      Jan – April 2025 = 59 fires including 20 in January

b) Plan is to approach the city regarding a permanent sign. This was already being pursued in the spring but after a City of Surrey Re-Org/promotion we lost our advocate for the sign

 

3. Ban on Sale of Commercial Firewood During a Provincial Fire Ban. MLA Trevor Halford and his team are working on this at the Legislature which will resume sitting in October. They have our latest statistics.

4. Recent Fire on the Bluff in White Rock–We are waiting to hear from the City of Surrey GM of Public Safety. Police, Fire and Bylaws are now all consolidated under his portfolio and they also work with other departments such as engineering, parks and emergency preparedness. Hoping to be coordinate a strategy with multiple agencies around ticketing and enforcement including: Parks and Recreation, Bylaws, Police, Fire, BNSF. As well, it is critical for the City to have a plan in place regarding

1)     How to notify residents of an urban wildfire

2)     What is the Evacuation Plan for the community if necessary
